Handlingen utspelar sig på en lokal lekplats där Barney, röstskådespelad av Jonathan Langdon, möter sina dinosauriusvänner Billy och Baby Bop tillsammans med tre barnkaraktärer: David, Mel och ytterligare en kamrat.
